While fooling around with the window, I found this laying inside. What is it, where does it go and is it important?

Looks like the shims used on the door hinges, for alignment.
it should not have been on the inside of the door. nothing inside the door would use that large of a shim.

Dude! Don't touch it! That's the Top Secret Government Chip that tracks your every move. It reads all credit card transactions at gas stations and fast-food drive-thru's. It monitors your speed. It copies all of your cell-phone conversations and forwards them to a CTU database. Chloe O'Brien can use satellite tracking to see where you are at all times.

If you tamper with it, a black-ops helicopter team can be on top of you in less than five minutes, and they have been empowered to sanction you with extreme prejudice.

Back...away...from the chip!

looks to me more like something from the latching mechinizum. does your door shut tightly?? or does the latch rattle, or feel loose???

if not, then yeah, what Pho2gr4 said, and it probably causes global warming too.
