How to repaint rock chips?

I just bought some touch up paint and I am wondering what else I need. I was just going to scrape off the little spots of rust and put some paint down then buff and wax (zymol) over it. I know there HAS to be a better way. Someone here knows how to do it, could you please help me out.

Random Q's:

Best way to remove rust (fine sand paper or something else)?
Primer? please list some kind of instructions.
