Serpentine Belt Tensioner removal

I swear this thing is welded on. I took out the one bolt but the allen/hex bolt in the center wont budge. Is this the one that needs to be removed in order to pull off the tensioner? Thanks in advance.

Just so everyone knows, it came off. Its all about the right tools :)
