The missile balloons were part of an outdoor ad which won the Grand Prix award at the Cannes Lions 2004 Award for Outdoor and Print.

If you had the cash and really wanted to do it, I bet a company like this (http://www.x-treme-creations.com/s/products.aspx?subcat=21&cat=1) would be able to make it happen.
