I had a mechanic tell me today that Isuzu has/can bore the base and eliminate EGR low flows forever!
Anyone else ever hear of this fix?
It sounds doable, I would try it, I just don't know where would be the place to bore?

It's not the block that is the weak link. I've cracked more than one intake open and can tell you it's a 3/16' to 1/4" tube about 12" long going from the rear of the intake to the inside. That tube has been clogged to varying degrees on every intake I've opened, some pretty severely. You could try to make a tool to clean the tube, but you would have to be super careful to NOT push the "crud" inwards. you need to "PULL" it back out of the tube at the rear of the intake. Another option might be to either extract the tube (which I have done to scrap the manifold), then either clean and reinstall, shorten it, or eliminate it completely and improvise a fitting to couple the external tube to the intake.
