Is the panel on the rear right with the speaker suppose to be held it with velcro strips on the rear edge?

Whew!

The panel seemed farther out at the base on the one side than the other. Pushing and tugging revealed the velcro and I wondered if it was a mod.

Mine is that cheesey plastic velcro. Maybe there was a change in material between 99 and 01.

My '01 VX panels were not velcroed together ...they were held together by that white sticky 2 sided adhesive tape.
