It's on the outside, right? Seems like atypical weathering for an untreated headlamp lens. I'd wager it was clear-coated or otherwise laminated in a previous life. Wet sanding should clean it right up.
Good luck,

That is not delamination as such, thats the factory clear coat peeling due to UV or weather damage. It happens to most of us. Clouding would occur in the areas without the anti-UV clear coating over time.
The "fix" is to buy a kit like the 3M drill attachment headlight refinish kit. Carefully (paying attention to the horn) using the abrasive pads to remove the UV coating from the entire surface, effectively clearing up the issue you have. You can then either repeat the treatment yearly, or bring them to a shop to have them clear coated (I've never had this done on mine). It would be up to you. The kit is like 15$ and the job can be done in one morning.

Recall Sam found this stuff at the autoparts store...spray on UV protectant.
I picked it up and have used it on hubby's truck (not the VX cuz I have those Stongard adhesive covers on it)

I use McGuiar's Plast-X on mine. Did an initial polishing regimen and now I just hand buff them with a micro fiber rag and Plast-X about once every other month.
