OK, have engine that was rebuilt got from guy in Louisville,KY. Have it installed now, I am getting no click at starter. Have new battery, just the engine was installed. If jump relay get 12V at small wire, have relay I know is good, took starter and it checkes good. I am taking readings from relay to engine and get 12V so know engine is grounded. What else can I look at? Does the security system have anything to do with power getting to the relays? Car has been sitting for 6/7 years, was inside for all but last year.

anti teft disconnecting starter relay.
had no start problem with poor battery terminals as well - was no power at fuse-relay box.

gizmo,

The manual for the security system references the starter cutout. Unfortunately it only lists the solution of overriding the cutout by disarming the system via the key FOB. They don't list any other solutions so if you don't have a FOB for that vehicle, you may have to program one of the ones from your other VX to this one.

EDIT:

The only other solution I could find when googling was to "disconnect the cable from the security system brain under the dash". I don't know enough about the system to tell you if that would work or not.

EDIT again:

The one thing that I have heard for sure is that disconnecting the battery does NOT reset this security function.
