Well I've owned too many older vehicles so I should have known to look right away. In the past, I found tools and small parts that were removed and not put back.
This time, it was the flap covers for the roof rack. They were under the hood in a small cavity near the hinge. Lucky find! I also found strange hoops wires that look like a type of tool. Sort of a question mark shape and each is thin stiff wire (hardened) like an allen wrench.
