When I had my VX in recently for a repair, I was told that the powertrain warranty only applies to the original owner of the vehicle and any subsequent owner is not covered with the PW. They even gave me a printout of Isuzu's PW policy showing that. Is that true? I find it outrageous that I would not have coverage for a vehicle with only 39K on it.

tell them they are full of ****.
Its halved in both years and miles for the 2nd owner. The warranty is completely (no penalty) transferrable to immediate family members. So your vehicle is probably out of warranty if is a 99, My 2000 is still in warranty till June of next year, and about 9500 more miles.
Call isuzu and ask yourself

If you are the 2nd owner you have a 5 year/60,000 mile powertrain warranty.

Thanks guys, you were right, I have until 6/20/06 or 60K left on it. What a peace of mind. Been lucky so far but in case something happens, it's nice to know it's there.
Do we need to notify somebody of owner change? Or is it just assumed warranty if you own the vehicle?

Call the number I gave above, you need to have it switched over. Its quick and painless. You just give them your info, and the VIN and bam, its done. (In my experience anyways)
I called the day I got my Vx.
My bad! Missed the phone number.
Thank you!!
