Japan-version mirror on hood

Is this for a blind spot? Why don't we have it?

You're right, that's intended for the lower blind spot when you're parallel parking. In Japan law requires that kind of mirror to be used, and as far as I know there is no a passenger-side version of it available for the US models, so I guess they just decided not to put it on this side of Pacific.

Personally, I don't like it at all, but then again, it's just a matter of tastes...

I guess that'd be pretty useless here, considering that our parallel parking mirrors would need to show the passenger side :)
