Can someone tell me...is the suspension components for a '99 VX the same as '00-'01? Also, more importantly, does anyone know the exact measurements mount-to-mount of the VX suspension?

Well, I am debating whether or not to have my VX lowered a couple of inches. However, I've been unsuccessful at finding a kit. I found a company that may be able to custom fabricate a suspension system for me. He asked that I supply the measurments mount-to-mount of the VX suspension. So that's what I need. I am not sure what is meant by 'WMS'???

wms = wheel mounting surface.
Doesn't sound like thats what you need though.

Can't you just remove the droop-stops, un-twist your torsion bars, slit your rear bump-stops, and put some shorter springs in the rear?
