I do not believe mine ever came with one. I can shift my VX in and out of gear no matter what...(with or without key in, with or without brake on, no matter what gear it is in).

Its behind the dash piece under the CD Changer, and yes, your ride's operations sounds a wee bit strange.

I believe they also call it the ECM (Engine Control Module)-The engine's computer. If it is that, check out www.car-part.com. There is a number of used ECM's there. New, the part is around $700.
