The panel seemed farther out at the base on the one side than the other. Pushing and tugging revealed the velcro and I wondered if it was a mod.

Mine is that cheesey plastic velcro. Maybe there was a change in material between 99 and 01.

My '01 VX panels were not velcroed together ...they were held together by that white sticky 2 sided adhesive tape.
