Stock wheel pitting

Any of you had this problem, I just detailed my wheels and found the inside part of the rim where all the brake dust falls has the crome bubbleing up. I showed these to the dealer. He said I had to wait for the district manager to see the rims before he can make the decsion to cover the waranty.
