Like you said, you can also cut the contour but then will have another hole on the base that will need to be filled. Even after shaping the base to our fender, the top & bottom edges still have a gap that needs to be filled by something. That's where the weather strip works nicely
Place the snorkel in it's desired location, have a second pair of hands hold it exactly there, dead solid.
Lay the marker on the fender flat, with the point in contact with the snorkl base, "draw" the contour of the fender cross section on the front & rear of the snorkl base, then cut/grind/sand everything outside the line...
Repeat until a perfect match is achieved...
