You're right, that's intended for the lower blind spot when you're parallel parking. In Japan law requires that kind of mirror to be used, and as far as I know there is no a passenger-side version of it available for the US models, so I guess they just decided not to put it on this side of Pacific.
Personally, I don't like it at all, but then again, it's just a matter of tastes...

I guess that'd be pretty useless here, considering that our parallel parking mirrors would need to show the passenger side
